Building brighter pathways with care and intention

Bright Pathways Coalition is a youth-services organization committed to creating safe, supportive environments where young people can heal, grow, and prepare for their futures.

We pair compassion with strong program design, thoughtful leadership, and accountable systems. Our work begins with BPC Haven House, our Philadelphia-based residential program, and extends to consulting and training for organizations working to strengthen services for children, youth, and families.

Why We Started

Bright Pathways Coalition was founded by Adrianne Pettiford and Monique Carr around a shared belief: young people deserve more than a safe place to stay. They deserve environments where they are known, respected, supported, and given meaningful opportunities to shape what comes next.

We also recognized that good intentions alone are not enough. High-quality care depends on prepared employees, sound policies, sustainable operations, responsible oversight, and programs designed around the real needs of young people.

Bright Pathways Coalition brings those commitments together. Through direct youth residential services, organizational consulting, and professional training, we work to create stronger pathways for young people and stronger systems for those entrusted with their care.

Our Mission

To create youth-centered environments that promote safety, healing, growth, and opportunity—and to equip youth-serving organizations with the systems and knowledge needed to deliver high-quality care.

Our Vision

We envision a future in which every young person—regardless of circumstance, identity, or past experience—has access to supportive relationships, meaningful opportunities, and a clear pathway toward a thriving adulthood.

What Guides Us

  • Safety and Belonging

We create environments where young people feel physically safe, emotionally supported, welcomed, and valued.

  • Dignity and Voice

We treat each young person as an individual with strengths, preferences, relationships, culture, and the right to participate meaningfully in decisions affecting their life.

  • Growth and Possibility

We believe a young person’s past does not determine the limits of their future. We support learning, healing, resilience, and practical preparation for what comes next.

  • Accountability

Compassion and responsibility belong together. We set clear expectations, monitor our work, learn from results, and follow through on our commitments.

  • Partnership

Lasting progress requires collaboration. We work alongside young people, families, employees, referral partners, professionals, and communities.

Our Approach

We approach youth services as both a human commitment and an operational responsibility.

That means building authentic relationships while also creating the policies, training, staffing, documentation, and oversight needed to support consistent care. We use research, ongoing assessment, professional judgment, and youth and family input to guide our decisions.

Our goal is not simply to operate programs that meet requirements. It is to build programs in which quality, accountability, and compassion reinforce one another.

Our First Pathway: Haven House

BPC Haven House is Bright Pathways Coalition’s first residential youth program. Designed as a small, supportive home environment, Haven House serves young people ages 14–19 who benefit from structured care, individualized support, and preparation for greater independence.

The program reflects BPC’s commitment to therapeutic support, family engagement, education, practical life skills, community connection, and thoughtful transition planning.

Leadership

Monique Carr

Executive Officer
Monique Marie Carr is Co-Founding Executive Officer and Youth Care Specialist at Bright Pathways Coalition. She brings more than 12 years of experience in healthcare administration, more than five years helping K–12 families navigate special education systems and Individualized Education Programs (IEPs), and more than four years supporting youth in grades 9 through 12.

Monique began her career as a certified nursing assistant, providing direct care to patients. She also brings more than 20 years of experience supporting adolescents with complex emotional and behavioral needs as a Treatment Home Resource Parent. In that role, she supported 13 foster youth, including more than 10 youth with specialized behavioral health needs. Five youth progressed to Permanent Legal Custody in her home, and 33% of the youth in her care who were in grade 12 or beyond enrolled in college.

At Bright Pathways Coalition, Monique helps guide organizational operations, youth-support practices, family engagement, and workplace culture. Her leadership helps ensure that BPC’s mission is reflected not only in its policies and program plans, but also in the everyday experiences of the young people and employees who make up the Haven House community.
